A metropolitan area people’s group has filed a complaint with the Punjab and Haryana high court, requesting that the department of town and country planning (DTCP) amend its policy to enable the build of fourth floors and their registration as separate residential properties.

On a residential plot, only 2½ levels were formerly permitted, but today stilt plus 4 levels are permitted with a decreased buffer area.

The policy was altered without the need for additional civic infrastructure. According to the Gurgaon Citizen’s Council’s petition, it will raise population density in a region while also putting strain on the city’s municipal infrastructure.

“The amendments to the Haryana Building Code were made hastily and without adequate consultation, and they will have a negative impact on the city’s general ecology. All of these adjustments were made in a very short period of time,” claimed Shehbaz Thind, the petitioner’s lawyer.

On July 23, the matter will be heard by a division bench consisting of Justices Rajan Gupta and Karamjit Singh.

“The amendments to the building code were made in accordance with the legislation and following consultation with the public. The adjustments will help the city satisfy its rising housing demand, according to a senior DTCP official.
