In a significant development, the Haryana government has introduced a new rule that simplifies the property registry and mutation process in the state, including prominent districts like Gurgaon and Faridabad. Termed as “Intkal” in Haryana, mutation is a crucial step in property transactions, and it will now be seamlessly integrated into the registration process through the Web Halris portal.
Previous Process: Delays and Inconvenience
Under the previous system, after property registration, Patwaris had the responsibility to initiate the mutation process and upload the details on the portal. However, to obtain a copy of the mutation, individuals had to visit the Patwari’s office, leading to delays and inconvenience.
With the latest reform, this cumbersome step is eliminated, and the mutation process is automated through the Web Halris portal. Immediately after property registration, the mutation details will be uploaded, and anyone can access this information online. Moreover, the concerned person can acquire a copy of the mutation by visiting the Tehsil or Atal Seva Kendra, streamlining the entire procedure.
This transformative initiative was inaugurated on July 6 by Haryana Chief Minister, Manohar Lal Khattar, making it accessible across the state. The user-friendly portal facilitates a smooth registration and mutation experience, benefitting both the public and administrative authorities.
Objections and Transparency
As part of this new system, individuals can also raise objections within 10 days of the mutation being uploaded. The objections will undergo thorough investigation, and the mutation process will proceed only after resolving any disputes. This ensures transparency and addresses concerns related to property transactions.
Notably, the positive impact of this reform extends beyond property mutation. Previously, registering a death also involved Patwaris, and it could take a considerable amount of time to complete the process. However, under the new system, the death registration will be seamlessly integrated into the Halris portal, avoiding the need to visit the Patwari’s office. After ten days, individuals can collect a copy of the death certificate from the respective Tehsil or Atal Seva Kendra.
Efficient and Accessible Governance
This revolutionary change is set to ease the burden on citizens, minimizing unnecessary visits to government offices and enhancing the efficiency of property transactions. In case of any objections or disputes, the matter will be handled by the Tehsildar, ensuring a fair resolution.
